For foreigners working in enterprises or major scientific research projects and their spouse and children

I. Eligibility

Applicants who are eligible for permanent residence in this category should comply with Chinese laws, be in good health, have no criminal record, and meet the following conditions:

Foreigners working as deputy general manager, deputy factory director or above, or having the title of associate professor, associate researcher or above, in enterprises or institutions undertaking national key engineering projects or major scientific research projects, as well as in national laboratories (key or engineering categories), national engineering research centers, and foreign-invested R&D centers, can apply for permanent residence in China through the Exit and Entry Administration Department of the public security organ.

Foreigners who have continuously worked for at least 4 years at the time of application, resided in China for a cumulative period of no less than 3 years within the past 4 years, and have good tax records.

The foreign spouse and children under the age of 18 of the applicants can apply for permanent residence together.

II. Documents required

(I) For principal applicants:

1. A valid passport and visa or residence permit;

2. A recent two-inch/ passport-sized color photo with a white or light blue background (electronic version may also be attached);

3. Work Permit for Foreigners issued by the State Administration of Foreign Experts Affairs (valid for the continuous 4-year period before the date of application);

4. Certificate issued by the employing unit covering personal resume, job title, expertise, achievements and other information;

5. Registration certificate of the employing unit (enterprises should provide a copy of the Business License, and other units should provide certificates such as the Certificate of Legal Person of Public Institutions. If the employing unit is a foreign-invested enterprise, it is also necessary to submit the Approval Certificate for Foreign-invested Enterprises or the Receipt of the Establishment of Foreign-invested Enterprises and the Receipt of Change Filing for Foreign-invested Enterprises);

6. For individuals employed in enterprises executing national key engineering projects or major scientific research projects, a project certification document issued by the provincial or ministerial-level competent government department is required;

7. For individuals employed in institutions belonging to the categories of research institutions mentioned above, qualification certificate documents are required;

8. Personal income tax payment certificates issued by the tax authority for the last 4 years.

9. Certificate of no criminal record from overseas.

10. Health certificate.

11. Other necessary relevant supporting documents.

(II) For the spouse if applying concurrently:

1. Valid passport and visa or residence permit.

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted).

3. Marriage certificate.

4. Certificate of no criminal record from overseas.

5. Health certificate.

6. Other necessary relevant supporting documents.

(III) For unmarried children under 18 if they apply concurrently:

1. Valid passport and visa or residence permit.

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted).

3. Birth certificate or proof of parent-child relationship, and in the case of adoption, an adoption certificate shall be submitted.

4. Other necessary relevant supporting documents.


III. Notes

1. Documents issued abroad need authentication by the Chinese embassy or consulate and must be translated into Chinese by a registered translation company, with its seal and cross-page seal on the documents.

2. Ethnic Chinese of other nationality must strictly follow the "Nationality Law of the People's Republic of China" and related regulations for nationality review, providing relevant certification. Applicants who have not canceled their Chinese household registration should do so before applying.

3. Ethnic Chinese of other nationality must provide relevant certification if their English name is not a romanized one based on the Pinyin system.
