Renewal/reissuance of foreign permanent resident ID card

I. Application conditions

Foreign individuals approved for permanent residence in China must accumulate a residence period in China of no less than three months each year. If, due to practical needs, they are unable to accumulate the required residence time in China each year, they must obtain approval from the public security department at the provincial, autonomous region, or directly administered municipality level of their long-term residence area. However, within five years, the cumulative residence time in China must not be less than one year:

The permit holder should apply for renewal within one month before their Foreign Permanent Resident ID Card expires. In the case of changes to the document's content, they should apply for renewal within one month after the change. In the event of damage or loss of the document, they should promptly apply for renewal or replacement.

II. Documents required

1. Valid passport and Foreign Permanent Resident ID Card.

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted).

3. In the case of changes to the document's content, proof materials before and after the relevant information changes.

4. In the case of a lost Foreign Permanent Resident ID Card, a written statement of loss signed by the applicant or a certificate of loss issued by the public security authority of the location where the loss occurred.

5. Other necessary relevant supporting documents.

III. Notes

1. The permit holder should visit the public security authority of the district-level people's government in their long-term residence area or go directly to the public security department in directly administered municipalities for the renewal or reissuance if the Foreign Permanent Resident ID Card expires, or it is altered, damaged or lost, and without being disqualified for permanent residency in China.

2. The public security department under the Ministry of Public Security shall decide to cancel the permanent residence status in China for foreigners who meet one of the following conditions:

   a. Endangering China's national security and interests.

   b. Being deported.

   c. Obtaining permanent residence status in China through deception.

   d. Not meeting the specified residence period in China.

   e. Other situations deemed unsuitable for permanent residence in China.
