For expats who have made significant and outstanding contributions to China and are specifically needed by the country, and their spouse and children

I. Eligibility

Applicants who are eligible for permanent residence in this category should comply with Chinese laws, be in good health, have no criminal record, and meet the following conditions:

1. Applicants who have made significant and outstanding contributions to the country's economic development and social progress and are specifically needed by the nation may apply for permanent residence in China.

2. The foreign spouse and children under the age of 18 of the applicants can also apply for permanent residence.

II. Documents required:

(I) For principal applicants:

1. Valid passport and visa or residence permit;

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted);

3. Recommendation letter issued by the relevant Chinese government department;

4. Relevant certificates of awards or achievements (if detailed in the recommendation letter, additional documentation may not be required);

5. Other necessary supporting documents.

(II) For the spouse if applying concurrently:

1. Valid passport and visa or residence permit.

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted).

3. Marriage certificate.

4. Certificate of no criminal record from overseas.

5. Health certificate.

6. Other necessary relevant supporting documents.

(III) For unmarried children under 18 if they apply concurrently:

1. Valid passport and visa or residence permit.

2. A recent passport-sized color photo (2 inches) with a white or light blue background (electronic version may also be submitted).

3. Birth certificate or proof of parent-child relationship, and in the case of adoption, an adoption certificate shall be submitted.

4. Other necessary relevant supporting documents.

III. Notes

1. Documents issued abroad need authentication by the Chinese embassy or consulate and must be translated into Chinese by a registered translation company, with its seal and cross-page seal on the documents.

2. Ethnic Chinese of other nationality must strictly follow the "Nationality Law of the People's Republic of China" and related regulations for nationality review, providing relevant certification. Applicants who have not canceled their Chinese household registration should do so before applying.

3. Ethnic Chinese of other nationality must provide relevant certification if their English name is not a romanized one based on the Pinyin system.
