Tianjin puts forward multiple measures to support high-level opening up

The Tianjin Foreign Affairs Office hosted a special briefing on foreign affairs work on July 10 to support high-level opening up.

A number of specific measures were put forward during the session:

Management of overseas trips

Continue to implement a scientific, quantitative management system for overseas trips by Party and government officials, as well as some public institution staff members, and establish clear-cut overseas management policies for corporate and research personnel.

Maintain the "one-time approval, valid for multiple trips per year" method for employees, actively supporting enterprises in exploring overseas markets.

Grant specific approval rights for foreign affairs visits and inbound visits to eligible departments, enterprises and institutions in the city.

Temporary overseas travel of government officials

For temporary overseas travel of government officials, a joint review and verification process for visas will be implemented for officials below the bureau level in the city. Efforts will also be made to expedite the issuance and delivery of passports and visas once a trip is approved.

Foreign affairs service white list

Twenty key private enterprises with strong qualifications and reputations will be selected as foreign affairs service white list enterprises. The Tianjin Foreign Affairs Office will directly process the application materials submitted by these enterprises for facilitating the entry of foreigners into China.

Streamlined application process for foreigners

The requirements for inviting foreigners to visit China will be simplified, reducing the number of necessary application materials from 15 items to 9 items.

APEC business travel card services

A new APEC Business Travel Card acceptance service point will be established in Binhai New Area. The application materials will be pruned and the processing fee for the card will be reduced.

District-level guidance

The Tianjin Foreign Affairs Office will enhance guidance on foreign affairs work in each district of the city. This involves conducting in-depth research and providing tailored guidance and support measures based on local conditions.

Foreign affairs training

Experts from national ministries and commissions will be invited to deliver lectures during training conferences and sessions for young foreign affairs management officials in Tianjin.

Additionally, a "foreign affairs policy publicity team" will be established to conduct targeted training sessions across various departments and universities. This initiative aims to improve the comprehensive abilities of foreign affairs personnel through specialized and systematic training.

Online resources optimization

The design of the website and WeChat public account of the Tianjin Foreign Affairs Office should be optimized and ensure timely updates of common business guides. Additionally, the contact information of each office and consultation departments should be put on the official website.

Social supervision

Social supervisors will be appointed from relevant commissions, bureaus, districts, functional areas, democratic parties, public institutions, state-owned and private enterprises in the city. Regular meetings will be held to gather their opinions and suggestions, continuously improving the quality of foreign affairs work.
