Tianjin enhances support for overseas returnees to drive innovation

In recent years, Tianjin has vigorously implemented the Haihe talent action plan to attract overseas returnees and foster innovation-driven development. To date, the city has welcomed over 70,000 overseas-educated professionals, injecting fresh momentum.

To further support returnee entrepreneurship, Tianjin introduced a new policy package offering 18 measures across five key areas: funding, platform building, talent events, green project channels, and a favorable innovation environment.

Tianjin has established a comprehensive funding system that combines government guidance, financial collaboration, and social participation. The city provides 5 million yuan ($701,624) annually to start-ups in emerging and future industries such as new energy, materials, humanoid robotics, and quantum information.

Financial tools like the returnee start-up loan offer unsecured credit 5 to 10 million yuan, while an intellectual property financing pilot helps start-ups secure up to 50 million yuan through intellectual property assets.

Venture funds and financial institutions are also encouraged to back innovation through programs such as the overseas talent financial matchmaking conference and entrepreneurship acceleration camp.

Other initiatives like the Haihe talent card system (a specific system for high-level talent), talent apartments, and a thriving human resources service industry ensure that global talent can live, work, and innovate in a supportive environment — making Tianjin an increasingly attractive destination for returnees from around the world.
