Overview

The information technology (IT) application innovation industry has become a strategic pillar of Tianjin's economic transformation. Leveraging its strong industrial base, advantageous location, and concentration of leading universities, Tianjin is accelerating the development of a secure, autonomous, and innovation‑driven digital ecosystem.

In recent years, the city has built one of the most complete IT application innovation industrial chains in China, spanning CPU design, operating systems, databases, servers, terminals, supercomputing, and cybersecurity services. This integrated system links hardware with software, research with production, and core technologies with applied solutions.

Tianjin now hosts a cluster of influential enterprises and has formed a full‑spectrum industrial layout covering basic hardware, foundational software, application software, information security, and system integration.

The industry is growing rapidly: in 2024, the added value of Tianjin's IT application innovation industrial chain grew 21.4 percent year‑on‑year, solidifying the city's position as one of the country's key hubs for secure and innovative digital technology.

Development advantages

First, policy support is robust. The city has introduced major plans such as the China IT application innovation Valley Development Plan (2020-25) and allocates 1 billion yuan ($142 million) annually to support industry growth.
